Description
The Marshall County Personnel Board is currently accepting applications for a  Real Property Appraiser position in the Appraisal & Mapping Department.  Starting pay and grade will be determined by experience and education requirements, as defined in the minimum qualifications for each level.
 

APPRAISER TRAINEE – JOB CODE - 315 GRADE - 10

Measure and list all types of residential, farm and light commercial properties located within the county. Assist in the performance of field appraisals and the calculation of values for all types of residential, farm and light commercial properties using procedures in the Alabama Appraisal Manual.

Appraiser Trainee - Minimum Qualifications:   Two (2) years of college level courses (Associate Degree preferred) in law, property valuation or related fields with a strong background in mathematics or an equivalent combination of education and experience. Closely related experience may be considered in lieu of college education.  Must be 21 years of age.  Must possess a valid State of Alabama driver's license and a driving record suitable for insurability.  Must successfully complete within (24) months of employment date the following: (1) Alabama Department of Revenue Property Tax Education and Certification Program courses: Alabama IIa - Alabama Appraisal Manual (Residential and Agricultural Properties), (2) IAAO 101 - Fundamentals of Real Property Appraisal & Basic Mapping AL III

APPRAISER I – JOB CODE - 316 GRADE - 11

Perform field appraisals, and set values for all types of residential, farm and light commercial properties located within the county. Assist in county wide appraisal program. Prepare revisions of property appraisals and estimate market values using procedures in the Alabama Appraisal Manual. Interview property owners to explain property appraisal methods and techniques.

Appraiser I - Minimum Qualifications:  Two (2) years of college level courses (Associate Degree preferred) in business administration, accounting, taxation, law, property valuation or related fields plus successful completion of Alabama IIa - Alabama Appraisal Manual (Residential and Agricultural Properties) and IAAO 101 - Fundamentals of Real Property Appraisal and 18 months of real property appraisal experience, or an equivalent combination of education and experience. Must be 21 years of age.  Must possess a valid State of Alabama driver's license and boating license and a driving record suitable for insurability.  Must complete within a specified period of time all requirements for designation as an Alabama Certified Appraiser (Real Property Track) through the Alabama Department of Revenue Property Tax Education and Certification Program.

APPRAISER II – JOB CODE - 317 GRADE – 12

Perform field appraisals, and set values for all types of residential, farm and light commercial properties located within the county. Assist in county wide appraisal program. Prepare revisions of property appraisals and estimates market values. Interview property owners to explain property appraisal methods and techniques. The Appraiser II position is distinguished from the Appraiser I position by increased appraisal responsibilities and the exercise of more independent judgment regarding appraisal situations.

Appraiser II - Minimum Qualifications:   Two (2) years of college level courses (Associate Degree preferred) in business administration, accounting, taxation, law, property valuation or related field, plus 3 years of experience in appraisal of commercial, industrial, apartment, farm and residential type properties, using all recognized approaches to value.  21 years of age.  Must possess a valid State of Alabama driver's license and a driving record suitable for insurability.  Must have current designation as an Alabama Certified Appraiser (Real Property) through the Alabama Department of Revenue Property Tax Education and Certification program.


APPRAISER III – JOB CODE - 318 GRADE – 13

Oversee and perform field appraisals. Review and perform quality control checks of appraisals. Train subordinate appraisal staff. Set values for all types of residential, farm, and light commercial properties located with the county. Assist in county wide appraisal program. Prepare revisions of property appraisals and estimate market values. Interview property owners to explain property appraisal methods and techniques. The exercise of independent judgment and assumption of considerable responsibility for the planning and completion of major appraisal projects distinguish this position from lower level positions.

Appraiser III - Minimum Qualifications:    Associate Degree (Bachelor Degree preferred) from an accredited college or university in business administration, accounting, taxation, law, property valuation or a related field plus 5 years of appraisal experience involving commercial, industrial, apartment, farm and residential type properties, using all recognized approaches to value.  21 years of age.  Must possess a valid State of Alabama driver's license and boating license and a driving record suitable for insurability.  Current designation as an Alabama Certified Appraiser (Real Property) through the Alabama Department of Revenue Property Tax Education and Certification program.
