Description

The Marshall County Personnel Board is currently accepting applications for a Personal Property Appraiser position in the Appraisal & Mapping Department. Starting pay and grade will be determined by experience and education requirements, as defined, in the minimum qualifications for each level.

APPRAISER TRAINEE – JOB CODE - 319      GRADE - 10

Discover business personal property, as directed, and maintain an accurate listing of all business personal property accounts within the tax jurisdiction. Assists in on-site physical inspections. Perform review and telephone audits to ensure the accurate and lawful valuation and collection of tax revenue within the county tax jurisdiction.

Appraiser Trainee - Minimum Qualifications:  Two (2) years of college level courses (Associate Degree preferred) in business administration, accounting, taxation, law, property valuation or related fields with a strong background in mathematics  or an equivalent combination of education & experience. Prior appraisal training and /or closely related experience may be consider in lieu of college education. Must be 21 years of age. Must possess a valid State of Alabama driver's license and a driving record suitable for insurability. Must successfully complete within 24 months of employment date the following Alabama Department of Revenue Property Tax Education and Certification Program courses: Alabama IX - Alabama Personal Property Appraisal Manual and IAAO 101 - Fundamentals of Real Property Appraisal.

APPRAISER  I – JOB CODE - 320                 GRADE - 11

Discover business personal property, as directed, and perform physical inspection to ensure the accurate and lawful valuation and collection of tax revenue within the tax jurisdiction. Assists in the auditing of small to medium size businesses, which distinguish this position from that of Appraiser Trainee.

Appraiser I - Minimum Qualifications: Two (2) years of college level courses (Associate Degree preferred) in business administration, accounting, taxation, law, property valuation or related fields plus successful completion of  Alabama IX - Alabama Personal Property Appraisal Manual and IAAO 101 - Fundamentals of Real Property Appraisal and 18 months of tax appraisal experience, or an equivalent combination of education and experience. Must be 21 years of age. Must possess a valid State of Alabama driver's license and a driving record suitable for insurability. Must complete within a specified period of time all requirements for designation as an Alabama Certified Appraiser (Personal Property Track) through the Alabama Department of Revenue Property Tax Education and Certification Program.

APPRAISER II – JOB CODE - 321             GRADE - 12

Perform business personal property discovery, appraisals, physical inspections and audits to ensure the accurate and lawful valuation and collection of tax revenue in the county. Incumbents in this class are distinguished from the Appraiser I by ability to perform more complex appraisals, audits of larger businesses and the exercise of more independent judgement regarding appraisal situations.

Appraiser II - Minimum Qualifications:  Two (2) years of college level courses (Associate Degree preferred) in business administration, accounting, taxation, law, property valuation or related fields plus (3) years of appraisal and auditing business personal property experience.  Must be 21 years of age. Must possess a valid State of Alabama driver's license and a driving record suitable for insurability. Must have current designation as an  Alabama Certified Appraiser (Personal Property) through the Alabama Department of Revenue Property Tax Education and Certification Program.

APPRAISER  III – JOB CODE - 322         GRADE - 13

The Appraiser III
Perform business personal property appraisals, physical inspections, and audits to ensure the accurate and lawful valuation and collection of tax revenue in the county. Positions in this class are distinguished from the Appraiser II by ability to perform all levels of appraisals and audits, and are delegated a greater range of supervisory responsibility over subordinates than an Appraiser II.

Appraiser III - Minimum Qualifications:  Associate Degree (Bachelor Degree preferred) from an accredited college or university in business administration, accounting, taxation, law, property valuation or related fields plus (5) years of appraisal and auditing in personal property or an equivalent combination of education and experience. Must be 21 years of age. Must possess a valid State of Alabama driver's license and a driving record suitable for insurability. Must have current designation as an  Alabama Certified Appraiser (Personal Property) through the Alabama Department of Revenue Property Tax Education and Certification Program.

outside the Marshall County Personnel Board Office between the hours:
8:00 a.m.- 4:30 p.m., Monday through Friday.
